My work focuses on the intersection of international education, international student and youth mobility, policymaking, and inter-governmental diplomacy. National Survey: Contributed as subject-matter expert and co-author to Canada in the World: Results of the CBIE Learning Abroad Survey Initiative. (Canadian Bureau for International Education, 2024). https://cbie.ca/wp-content/uploads/2024/05/2023-LAS-CBIE-EN.pdf
Canadian Education Data Strategy: Led the pan-Canadian education data prioritization project for the Canadian Education Statistics Council (CESC); delivered key findings and strategic recommendations to senior leadership (2022–2023).
Inter-governmental Agreements: Drafted funding arrangements with all ten provincial jurisdictions worth over $12M for participation in the OECD Survey of Adult Skills (PIAAC); negotiated unprecedented remote data-access provisions with Statistics Canada; secured targeted, bilingual data-consent language with the federal government (2022–2023).
Institutional Positioning: Designed an international education strategy for Victoria University (University of Toronto) resulting in $500,000 in federal funding and the implementation of 12 of 13 recommendations (2021).
International Treaty Management: Served as a member of the Negotiating and Bilateral Review Committees for the Canada-France Youth Mobility Agreement (2004–2012).
Federal Consultations: Advised as an invited expert on the promotion of Canada as a study destination and for the Inter-Ministerial Youth Mobility Committee (Department of Foreign Affairs and International Trade (DFAIT) and Citizenship and Immigration Canada (CIC), 2010–2011).
Bilateral Program Expansion: Provided technical advisory on bilateral Youth Mobility MOUs to Canadian embassies in Germany, Switzerland, and Belgium; led program-implementation training for colleagues at Canadian Embassies in Europe and Latin America (2009–2012).

Invited Guest Lecturer: University of Toronto (OISE) – Topics include values as drivers of international relations; constructing national and subnational student mobility policy; and the politics of higher education policymaking (2017–2021).
