For over 25 years, I have worked at the intersection of international education, public policy, and academia, bringing together rigorous methodology and subtle diplomacy.
I hold a PhD in Higher Education from the University of Toronto, an MSc in Public Policy and Management from the University of London, and a Master’s degree in History and Semiology of Text and Image (meaning-making) from the Sorbonne.
I have worked in the multilateral diplomatic circles of the OECD and the Canadian Embassy in Paris as well as the multi-jurisdictional policy environments of the Canadian federation, including the Council of Ministers of Education, Canada (CMEC).
I know firsthand that effective policymaking does not happen in a vacuum, but in a complex environment of competing interests and shifting priorities.
I specialize in navigating this landscape where meaning is constantly in motion. I provide intellectual depth, analytical rigour, and proven operational experience, a triple skill set that allows me to solve multi-layered policy challenges in contexts of intense political or jurisdictional sensitivities.
My approach is twofold: interpreting complex problems from multiple perspectives and facilitating the consensus-building required to move toward shared policy goals and options.
